Sri Lanka to get $ 300m Russian loan

The bilateral agreement for a US $ 300 million loan from Russia will be signed during President Mahinda Rajapaksa’s three-day visit to Moscow.

President Rajapaksa who is making his first official visit to Russia after his re-election for the second term, left for Russia yesterday and will hold discussions tomorrow with the Russian President Dmitry Anatolyevich Medvedev to strengthen the long-standing friendship between the two countries and is expected to sign bilateral agreements to boost the country’s economy.

President Rajapaksa’s visit is significant as he will be the first Head of State to visit Russia after many decades.

Foreign Minister Rohitha Bogollagama who accompanies the President confirmed that the bilateral agreement for a US $ 300 million loan would be signed but declined to reveal the sectors for which the loan would be used.

Congratulating President Rajapaksa on his victory, the Russian President said that President Rajapaksa’s visit to Russia would strengthen the historical ties between two countries.

Russia has assisted the Government in its effort to combat LTTE terrorism and offered military assistance during the conflict.

President Rajapaksa told the 62nd Independence Day celebrations on February 4, that the country was entering a “golden era of international relations”.

“You all are aware that our foreign policy is independent and non-aligned. It is no secret that we have maintained close friendly relationships with our neighbours such as India, China, Japan and others. We also maintain a close affinity with Africa, the West, the Middle East and the European countries”, he said. He said that in his foreign policy, whatever he did was in the interest of the people. “Now the world should have a correct opinion about us. The Tiger terrorism that prevailed in other countries too has ended.

The state of war is now over. We are entering a new era of co-existence after finishing a period of some controversy.

I would like to say that we are now entering the golden era of international relations”, he said. Considering President Rajapaksa’s contribution to foster peace in the country and his struggle against terrorism, the People’s Friendship University of Russia (PFUR), which was earlier known as the Patrice Lumumba University awarded the honorary doctorate, Honoris Causa to President Rajapaksa, at its 50th anniversary yesterday. Only five Presidents and two Prime Ministers the world over have been awarded honorary doctorates by the University so far. The honorary doctorates are awarded for distinguished persons for outstanding academic achievements in the fields of science and education and to world leaders in recognition of their contribution towards fostering world peace.

Russian Foreign Minister Sergei V. Lavrov who visited Sri Lanka on October 26, 2009 had extended an invitation on behalf of Russian President Medvedev to President Rajapaksa to participate in the 50th anniversary celebrations of the PFUR.

The President’s Secretary, Lalith Weeratunga, Education Minister Susil Premajayantha, Minister of Export Development and International Trade Prof. G.L. Peiris and Minister of Mass Media and Information Anura Priyadarshana Yapa are in Russia with President Rajapaksa.

President Mahinda Rajapaksa said that his resounding victory at Tuesday’s presidential election was not a personal victory but a triumph for everybody who loves the country.

Addressing media heads for the first time at Temple Trees, after his re-election with a landslide victory at the presidential election, President Rajapaksa said all loyal and patriotic forces worked tirelessly towards the UPFA’s success.

“This is not my personal victory, but a victory for the entire nation, especially for those who love this country and value its sovereignty and territorial integrity. I wish to thank everybody who made it possible and became a part of it,” he said.

He said that the malicious and mud-slinging campaigns by the Opposition failed to achieve the objective of opportunistic politicians.

“The masses have given a bold reply to those who betrayed this country. Now, it’s time to join hands and work tirelessly to take our country towards economic prosperity,” he said.

The President who secured a thumping majority of over 1.8 million votes at the presidential polls, said that the current electoral system could be changed only after the forthcoming general election which is due to be held before April this year. President Rajapaksa said there was hardly any time for a constitutional change to go back to the old electoral system. Hence, this could be done only after the forthcoming general election.

“If we revert to the old electoral system altogether, there won’t be an Opposition. Hence, we will propose a system which is a mixture of the old and new electoral systems,” he said.

Asked as to when he would dissolve Parliament to go for a general election, the President said, “It would be done soon, as early as possible”.

The President said that the implementation of the proposals made in his second presidential election manifesto - Mahinda Chintana Idiri Dekma, would commence from now.

Priority would be given to proposals that would seek to increase agricultural production to reduce the cost-of-living and for proposals that would make Sri Lanka a prosperous nation soon, he said.

President Rajapaksa said the Government would leave no room for the liberated country to be divided again and action should be pursued vigorously to achieve sustainable peace and amity by consensus.

“Don’t act in a manner which would create divisions and disrupt ethnic harmony,” he said.

Lady doctor waylaid and stabbed to death

An unidentified person had waylaid and stabbed a lady doctor while she was walking along Dutugemunu Mawatha, Kohuwela yesterday (07), Kirulapone police said.

The critically injured doctor had been admitted to the Colombo South hospital and later she had succumbed to her injuries.

The dead lady doctor was living with her husband who was a doctor at the Colombo National Hospital at Jayasinghe Mawatha, Kirulapone police sources said.

The critically injured lady doctor fallen on the road was taken to the hospital by Kirulapone police.

At the time her husband heard about the tragic incident he had been on his hospital rounds.

According to hospital sources the woman doctor had been identified as M. Nita. So far no suspects have been arrested, Kirulapona police said.

Fonseka and Chandrika meet at Horagolla

Presidential Common candidate Gen. Sarath fonseka met former President Chandrika Kumaratunge and prominent leaders of the SLFP Party at Horagolla this morning.

Prior to the meeting, Gen. Fonseka, Mangala Samaraweera, Tiran Alles, Arjuna Ranatunge and Matara Mayor visited the Bandaranaike mausoleum and paid homage.

After a discussion for over one hour with the visitors over Tea, Mrs. Kumaratunge addressed the media who also came to Horagolla.

As a former leader of the SLFP she told, she is ashamed over the corruption, violence and lawlessness now prevailing under the present regime. The family rule has brought not only the country but even her party to brink of disaster and disgrace If the country is to be put back on the right track, Gen. Fonseka is the only choice people have at the upcoming Presidential elections, she noted.

I have full confidence that Gen. Fonseka has the strength and mettle to put the country on the road to recovery, she added.

The media which traveled to cover the event was subject to immense harassment at the hands of the security units on their way. A separate article will elaborate on the details.

Incidentally, the former President also made a special speech to the Nation yesterday (23)night.

Tigo, Mobily in cooperation talks

A team from Tigo Sri Lanka returned from Riyadhfollowing talks with a team from telecom giant Mobily, according to statement issued by the two companies. The meeting evaluated possibilities of establishing an understanding between the two telecom companies, aimed at exploring ways and means of maximizing on the Etisalat group of companies and synergizing operations to positively impact Sri Lanka. Tigo CEO Dumindra Ratnayaka said, “this sharing of expertise will help us move towards providing superior, more innovative and customer focused products and services.” He added, “ Etisalat has prominent global presence in the Saudi, UAE and the subcontinent- we hope to leverage on the stakes held in those countries in order to benefit Sri Lanka.”

Mobily is the brand name of the Kingdom of Saudi Arabia’s key telecommunications company, the Etihad-Etisalat consortium. The consortium is led by Etisalat of the United Emirates telecom, which owns 27.4% of Mobily. Other key investors include the General Organization for Social Insurance (GOSI), which holds an additional 11.2%. Mobily has expanded its operations rapidly since it commercial launch on May 25, 2005, and grew its subscriber base to one million subscribers inside of 90 days. By the end of 2008 it had 14.8 million customers. The company is on the cutting edge of technology adoption. In 2007, Mobily launched the region’s first unlimited mobile Internet bundle, and after a little more than two years now counts one million mobile broadband subscribers. High speed packet access (HSPA) is available to 80% of the population through the company’s coverage of 326 regions, cities and areas inside the Kingdomof Saudi Arabia’s geographical expanse of 2.149 million square kilometers. Additionally, Mobily offers its customers access to the latest technologies and was the first operator in the Kingdom to launch the BlackBerry platform at the end of 2006 and the only operator in the Kingdom to officially carry the iPhone in partnership with Apple.

දූෂණ පිළිබඳ කළ යුතුව තිබෙන්නේ විවාද නොව පරීක්ෂණ හා නීතිය ක‍්‍රියාත්මක කිරීමයි. එසේ සිදු නොවේ නම් රටේ නීතියේ ආධිපත්‍යයක් හා යහපාලනයක් නැති බව ඔප්පු වේ. දැන් සිදු වන්නේ දූෂණයේ යෙදෙමින්, බලය පාවිච්චි කර ඒවා සගවා ගනිමින්, ‘පුළුවන් නම් අපේ දූෂණ ඔප්පු කරපල්ලා,‘යි අභියෝග කිරිමයි. ආණ්ඩුව මේ වන විට රාජ්‍ය බලය හා පොදු දේපල උපරිම අන්දමින් ජනාධිපති මහින්ද රාජපක්ෂගේ ප‍්‍රචාරක ව්‍යාපාරය සඳහා යොදා ගනිමින් උපරිම අන්දමින් මැතිවරණ දූෂණයේ යෙදී සිටින්නේ ප‍්‍රජාතන්ත‍්‍රවාදයට පමණක් නොව පරමාධිපත්‍යය හිමි යයි කියන ජනතාවට ද ඔලොක්කු කරමිනි. සියලූ ජංගම දුරකථන ග‍්‍රාහකයන්ගේ පෞද්ගලිකත්වය සම්පූර්ණයෙන් ම උල්ලංඝනය කරමින් මහජන මුදලින් හෝ වෙනත් වංචනික ආකාරයකින් අනවසර කරදරකාර එස්. එම්. එස්. පණිවුඩ හෙවත් එවීම හෙවත් ‘ස්පෑම් කිරීම‘ දක්වා ම මේ දූෂණ විහිදී තිබේ. රාජ්‍ය මාධ්‍ය මැතිවරණ නීති උල්ලංඝනය කරමින් ජනාධිපති මහින්ද රාජපක්ෂගේ ප‍්‍රචාරය සඳහා යොදා ගැනීම, ජ්‍යේෂ්ඨ රාජ්‍ය නිලධාරීන් මැතිවරණ ප‍්‍රචාරක රැස්වීම් පැවැත්වීම, පොලිසිය බලා සිටිද්දී මාර්ගයේ ධාවනය වන වාහන හා පදිකයන්ට ද හිරිහැර සිදු වන සේ ප‍්‍රචාරක පුවරු එල්ලීම, විරුද්ධවාදීන් මර්දනය කිරීම ආදිය මේ දූෂණ හා නීති විරෝධී ක‍්‍රියා අතරින් සමහරක් පමණි.


ජනවාර්ගික යුද්ධයේදී තම පාර්ශවයන් ජයග‍්‍රහණය කරවීමේ අභිප‍්‍රායෙන් යුතුව නායකයන් සිය හිමිකම් පැහැර ගැනීම සිංහල හා දෙමළ දේශපාලන ප‍්‍රජාවන් විසින් ඉවසා දරා ගන්නා ලදී. යුද්ධය අවසන් වී තිබියදීත් පාලකයන් කරන්නේ ජනතාවගෙන් පැහැර ගන්නා ලද හිමිකම් යළි ලබා නොදී මර්දනකාරී පාලනයක් පවත්වාගෙන යාමයි. ලංකාවට සමාජයක් ලෙස ප‍්‍රජාතන්ත‍්‍රවාදය, යහපාලනය හා නීතියේ ආධිපත්‍යය සඳහා ඇති ප‍්‍රජා හිමිකම් අහිමි වී තිබේ.


එළඹෙන ජනාධිපතිවරණය මෙම තත්වය දිගට ම පවත්වාගෙන යනවා ද නැති නම් යළි ප‍්‍රජාතන්ත‍්‍රවාදය කරා සමාජය ගෙන යනවා ද යන කරුණ මත සමාජයේ බෙදුම් රේඛාව සලකුණු කරන මැතිවරණයක් බවට පත් වෙමින් තිබේ. කුමන හෝ තත්වයක් මත මේ වන විට ප‍්‍රජාතන්ත‍්‍රවාදයේ සටන් පාඨ හිටපු යුද නායක සරත් ෙත්‍ාන්සේකා අතට මාරු වී තිබේ. ආණ්ඩුවේ ජනාධිපතිවරණ ප‍්‍රචාරක ව්‍යාපාරය ඉලක්ක කර තිබෙන්නේ සරත් ෙත්‍ාන්සේකා සැක කරන්නැයි පුන පුනා සමාජයට කීම සඳහා ය. සරත් ෆොන්සේකා ප‍්‍රජාතන්ත‍්‍රවාදය යළි පිහිටුවන බවට දෙන පොරොන්දු ඔහුගේ ම ඉතිහාසයේ කළු පැල්ලම් විසින් අඳුරු කරන බව සත්‍යයකි.


පීඩිත ප‍්‍රජාවන්ට මෙම ජනාධිපතිවරණය බරපතල අභියෝගයක් වී තිබේ. ප‍්‍රජාතන්ත‍්‍රවාදයේ සටන් පාඨ ඔසවාගෙන සිටින හිටපු හමුදා නායකයා සැක කිරීම යනු ප‍්‍රජාතන්ත‍්‍ර විරෝධී, පවුල්වාදී, ඒකාධිපති පසුගාමිත්වයක් ජයග‍්‍රහණය කරවීමයි. මල්ලේ නයෙකි. එය අත තබාගෙන මග සිටියොත් කොයි මොහොතක හෝ ඌ සපා කනු ඇත. ගෙදර ගියොත් මල්ල අතට ගන්නා බිරියට නයා දෂ්ඨ කරනු ඇත. ජනාධිපතිවරණය මේ නයාට සමාන ය.


මෙහිදී දෙමළ ජාතික සන්ධානය ප‍්‍රශ්නය විසඳා ගත් හෝ වත් අවුල් කර ගත් හෝ ආකාරය කෙරෙහි මඳකට අවධානය යොමු කරමි. දෙමළ ජාතික සන්ධානය සරත් ෆොන්සේකාට සහාය දැක්වීමට තීරණය කරන අතරතුර ලාංකීය සම්භවයක් සහිත දෙමළ ජාතිකයන් දෙලක්ෂයක් ජීවත් වන කැනඩාවේ ලංකා තානාපති කාර්යාලය අවට අලවා තිබුණු පෝස්ටරයක ජනාධිපති මහින්ද රාජපක්ෂ, ආරක්ෂක ලේකම් ගෝඨාභය රාජපක්ෂ සමග හිටපු හමුදාපති සරත් ෆොන්සේකා ද යුද අපරාධකරුවකු ලෙස දක්වා අත්අඩංගුවට ගත යුතු බව සඳහන් කර තිබිණි.


එහෙත්, ලංකාවේ දෙමළ ජනයා සිංහල අධිපතිවාදී මහින්ද රාජපක්ෂ පාලනයෙන් හෙම්බත්ව ඇති බවක් ද, එතරම් ප‍්‍රතිඵලයක් අපේක්ෂා නො කරමින් හෝ වෙනසක් බලාපොරොත්තු වන බව ද දෙමළ ජාතික සන්ධානය සරත් ෙත්‍ාන්සේකාට සහාය දැක්වීමට ගත් තීරණයෙන් පෙනේ. කැනඩාවේ පිහිටුවා තිබෙන ‘ලංකාවේ යුද්ධය නැවැත්වීම සඳහා සන්ධානයේ‘ ප‍්‍රකාශක සෙන්දන් නඩා ඩිජිටල් ජර්නල් වෙබ් අඩවියට පවසා තිබුණේ දෙමළ ජනයා යක්ෂයා හා ගැඹුරු මහ සයුර අතර සිර වී සිටින බවයි. දෙමළ ජනයාට වෙනසක් අවශ්‍යව ඇති බව ද දුෂ්ඨයන් දෙදෙනෙකු අතරින් අඩු දුෂ්ඨයා තේරීමට තීරණය කර ඇති බව ද ඔහු පවසයි.
